Support HOME=/mit/lockername/Scripts and use it by default for new users

Basically all software that uses $HOME expects it to be readable, but Scripts breaks that assumption, all for the false convenience of making ~ mean the same thing as it does on Athena (if you aren’t using a group locker, that is). So to be able to run that software, users need to learn about AFS permissions and set up farms of @sys symlinks, which is a pain.

This problem would go away if we made $HOME point to /mit/lockername/Scripts instead of /mit/lockername. We should support both configurations and let new users get the new setup. Later we can come up with some kind of transition plan for phasing out the old setup (even if just an optional manual transition).

The document root under the new setup will be $HOME/web, i.e. /mit/lockername/Scripts/web.
